Outani was head of the Honganji Sect of Buddhism, and headed a series of expeditions into China, ostensibly for archaeological purposes, before turning his sights to Taiwan and performing a survey of the island in 1935. He reports on the weather and its industries, primarily its agriculture. Included is a detailed list of crops, their properties and use.
