"This pair of lithographed maps of Oregon was designed by William E. Morris and published in 1915 to accompany the Report of the Columbia River Power Project Committee. Each sheet attempts to convey the high proportion of Oregon territory that lies outside the state government's taxable jurisdiction. An inhibited tax base is one of the numerous reasons proposed by the committee to encourage hydroelectric development along the river. One map, measuring about 40" x 30", uses shaded outlines of each county to highlight the respective land that remains untaxed. Accompanying statistics note that 'approximately 60 percent of the state's area is not taxed' and a significant population increase from 1900-1910. The second sheet is a bit smaller at 35" x 28". It uses various colors to shade the forest reserves, Indian reservations, military facilities, National Parks, and other factors that prevent the taxation of certain parcels. The original envelope is also included. It indicates the maps were prepared for a Report to the 28th Legislative Assembly of the State of Oregon. Source."
