First edition? Measuring 8½" x 11". Seven corner-stapled leaves mimeographed rectos only. Old horizontal fold else near fine. British Information Services was a state-run propaganda organization and part of the Foreign and Commonwealth Office of the government of the United Kingdom. It was founded in 1941 with the goal of promoting British interests in the United States and had offices in New York, Washington D.C., Chicago, and San Francisco. This plan divides Britain's manpower into two classes and discusses how and for what purpose they will be either released or transferred after Germany's defeat: "Those selected according to age and length of service will form one class (Class A) and those selected on account of their qualifications for urgent reconstruction work will form the second class (Class B)." A revised plan was released two months later, on November 16, 1944. These plans could be ordered for five cents in 1944, but today they are quite scarce.
