Born in Savannah, Georgia, Pendelton was the son of Major (C.S.A.) Philip Coleman Pendletonn and Catherine Sarah Melissa Tebeau. Pendleton served with the 50th Georgia Volunteers, Confederate States of America, during the Civil War. After the war he studied medicine, then moved to New York City. In 1897 he became the first Executive Bishop of the General Church of the New Church of the New Jersulam.
